This project was to conduct with the Er-Jen River Remediation and Reclamation. It finished the investigation work of unidentified disposed wastes between Sanye Gong Xi of the north side of the Er-Jen River to the river mouth to the sea, including investigation perimeter allocation, ground radar detection, sampling plan, 30 locations of on-site excavation and 10 locations of soil profiling, 44 sets of sampling, XRF screening, TCLP heavy metal tests, wastes volume estimation, and clean-up planning. The results showed that the concentration of the TCLP test for Zone A was over the legal limit, and the specific metals were lead, copper, and cadmium. The dioxin concentration in Zone A was also over the limit. This concluded that Zone A contained heavy metal and dioxin contaminations. Among Zones B, G, and H, the investigation results did not show the evidence of wastes. Zones D and E contained general industrial wastes but not hazardous ones. Zone C was found large amount of waste building materials containing majorly backfill soil and small amount of hazardous wastes. The TCLP test results of Zones F and G showed containing hazardous wastes, as well as Zone I. Zone I also showed some concerns regarding dioxins concentrations that were close to the legal limit, although they were not over it. Zone A results showed dioxins concentration over the limit, and it was operated by several unregistered metal extracting plants, indicating the contamination caused by business activities in the past still existed. In conclusion, the 8 investigated zones contained about 70,930 m3 of general industrial wastes and 20,460 m3 of hazardous wastes. If the cleanup work lasts about 16 months, the estimated cost for cleanup is about NT$ 644,000,000. In order to safe guard the residents’ living and surrounding quality, it is suggested to group relative personnel responsible for the later-on waste cleanup and site remediation works.
